The White House has given final approval for dramatically raising permissible radioactive levels in drinking water and soil following “radiological incidents,” such as nuclear power-plant accidents and dirty bombs. The final version, slated for Federal Register publication as soon as today, is a win for the nuclear industry which seeks what its proponents call a “new normal” for radiation exposure among the U.S population, according Public Employees for Environmental Responsibility (PEER).

Issued by the Environmental Protection Agency, the radiation guides (called Protective Action Guides or PAGs) allow cleanup many times more lax than anything EPA has ever before accepted. These guides govern evacuations, shelter-in-place orders, food restrictions and other actions following a wide range of “radiological emergencies.” The Obama administration blocked a version of these PAGs from going into effect during its first days in office. The version given approval late last Friday is substantially similar to those proposed under Bush but duck some of the most controversial aspects:

In soil, the PAGs allow long-term public exposure to radiation in amounts as high as 2,000 millirems. This would, in effect, increase a longstanding 1 in 10,000 person cancer rate to a rate of 1 in 23 persons exposed over a 30-year period;

In water, the PAGs punt on an exact new standard and EPA “continues to seek input on this.” But the thrust of the PAGs is to give on-site authorities much greater “flexibility” in setting aside established limits; and
Resolves an internal fight inside EPA between nuclear versus public health specialists in favor of the former. The PAGs are the product of Gina McCarthy, the assistant administrator for air and radiation whose nomination to serve as EPA Administrator is taken up this week by the Senate.
Despite the years-long internal fight, this is the first public official display of these guides. This takes place as Japan grapples with these same issues in the two years following its Fukushima nuclear disaster.

“This is a public health policy only Dr. Strangelove could embrace. If this typifies the environmental leadership we can expect from Ms. McCarthy, then EPA is in for a long, dirty slog,” stated PEER Executive Director Jeff Ruch, noting that the EPA package lacks a cogent rationale, is largely impenetrable and hinges on a series of euphemistic “weasel words.”

“No compelling justification is offered for increasing the cancer deaths of Americans innocently exposed to corporate miscalculations several hundred-fold.”

Reportedly, the PAGs had been approved last fall but their publication was held until after the presidential election. The rationale for timing their release right before McCarthy’s confirmation hearing is unclear.

Why Obama Won’t Admit Fukushima Radiation is Poisoning Americans…Connecting the Dots

We all know that the radiation from the stricken Fukushima plant has spread around the globe and is poisoning people worldwide. We all know that the West Coast of the United States is being polluted with radioactive debris and that the oceans, the beaches that border them, and even the air is becoming more polluted by radioactivity as time goes on.

You have to ask yourself why the government won’t admit this. It’s not like a disaster half a world away is their fault is it?

Or is it? Could the United States government have done something to prevent the situation getting to this point?

Nothing in this article is a state secret, everything is in the public domain, but the information is so disseminated that it appears disconnected.

I suggest that the United States government know only too well that the West Coast is polluted with radiation and that the situation is getting worse by the day.

I suggest that the United States government and General Electric knew that Fukushima was a disaster waiting to happen, and they did nothing to prevent it.

I suggest that they know that the many of nuclear reactors in the United States are also prone to catastrophic meltdown, and they are doing nothing about it.

I suggest that research by doctors and scientists is being suppressed, and that research by private citizens is being written off purely because they have no scientific background.

Ecological Indicators, Volume 43, August 2014 (emphasis added): Excerpts from Reduced vitamin A levels indicate radionuclide exposure in Streaked Shearwaters following the 2011 Fukushima nuclear accident

EA levels… these depletions most likely result from radiation exposure due to the Fukushima nuclearaccident, implying that the risk of radio nuclide contamination is considerably elevated for Streaked Shearwaters on MKR, where more than 60% of the world’s population breeds. While additional negative impacts are expected due to delayed effects of radio nuclide transport via bio magnification in the food chain, this study highlights the potential immediate and worrisome consequences of the Fukushima nuclear accident for marine wildlife.
Average fledging mass from MKR in 2011 was also approximately 13% lower than reported for the same location in 1985 and 1990… findings suggest that in 2011, newly fledged chicks from both MKR and BRU were in relatively poor condition, both relative to previous years and compared with adults [from the Awa Islands off Japan’s west coast]… there was likely reduced food availability to chicks at both MKR and BRU islands.
Vitamin A levels in chicks from MKR were significantly lower and less variable than those observed at BRU… The influence of radionuclide contamination on vitamin A stores in birds is also documented… Adult shearwaters on MKR likely feed chicks from [areas] within the Fukushima nuclear plume, during the chick-rearing period… reduced vitamin A levels observed at MKR are, at least in part, associated with indirect exposure to radionuclides through contaminated food sources.
Our findings suggest that birds from the world’s largest Streaked Shearwater colony experienced significant exposure to radionuclide-contaminants during 2011. The long-term persistence of radionuclides at shallow depths also means that Streaked Shearwaters will likely continue be subjected to long-term, chronic exposure to radionuclide-contaminated water during the breeding season in years to come… initial and continuing exposure may pose a major threat to fledgling survival and ultimately the viability of this population. Moreover, the delayed and chronic effects of radiation exposure on adults are cause for additional concern as seabirds are often slow to recover from perturbations as a result of deferred reproduction, low fecundity, and reliance on high adult survivorship to maintain populations.

FNPP1 accident widely dispersed radionuclides across the entire North Pacific region… simulation results in some area of the eastern North Pacific showed a tendency of underestimation against observed data… the simulation results in the eastern North Pacific [for 134Cs] were also lower than the measurement results. This tendency indicates that the actual abundance of 134Cs in the eastern North Pacific was higher… We attributed this tendency to an underestimation of the release rate in the initial source term… source term was estimated on the basis of environmental monitoring data on land. However, monitoring data in the ocean were not considered… accuracy of the initial source term [from March 12-14] was low… it was impossible to classify the volume of the amount released as a result of [Unit 3’s] explosion.
Cesium-134 simulation with the new source term… the new source term increased the traffic transport of radionuclides to the east… the new release rates at all 18 terms increased… However, the simulation results [using new source term] in some areas of the eastern North Pacific remain underestimated.

Note: Rightmost point inside large oval in the graph above shows a calculated (i.e. estimated) Cs-134 level of below 2E-05 Bq/L (.02 Bq/m³). The observed CS-134 level exceeded 1E-02 Bq/L (10 Bq/m³) — 500+ times than estimated.

94th Annual American Meteorological Society Meeting, 2014:

The Science Council of Japan launched a model intercomparison project to review the capability of current numerical models to reproduce the transport of radioactive materials released to the environment as a result of the Fukushima Dai-ichi Nuclear Power Plant… results show relatively good agreement of the deposition pattern of 137Cs, indicating significant deposition of 137Cs over the northwestern Pacific up to the Aleutian Islands, and reaching to the western part of North America.
7:30 in — TY Tanaka, Japan Meteorological Agency: This map shows the horizontal distribution of cesium-137. As you can see, they show similar patterns of results from Fukushima power plant to the northwest Pacific Ocean and to the Aleutians. Some models reach very low North America — but some of them reach very high.

European Commission, Science for Environment Policy News Alert (pdf): The 2011 nuclear accident at Fukushima, Japan, caused the release of large amounts of radionuclides (unstable atoms that produce radioactive emissions) to the atmosphere. Caesium and iodine radionuclides can negatively affect human health through the contamination of air, water, soil and agricultural products. The EU-funded study1 modelled the global spread of radionuclides of caesium and iodine from Fukushima in the atmosphere […] or iodine radionuclides […] meteorological conditions and convection promote more long-distance transport. This is because iodine does not dissolve as easily as caesium so it remains in a gaseous form and is redistributed by convection to the troposphere (lowest part of atmosphere) where the wind speed is greater and transports the iodine greater distances. The model results suggest that 12.7% of iodine radionuclides were deposited over the USA and Canada […] Approximately 50-60% was deposited locally in Japan.

Modelling the global atmospheric transport and deposition of radionuclides from the Fukushima Dai-ichi nuclear accident (pdf), 2013: […] meteorological conditions associated with convection and vertical mixing over the Pacific Ocean promote its longdistance transport so that it contributes to radioactivity deposition worldwide. Our model results suggest that the plumes that traversed the Pacific Ocean caused significant deposition of radioactivity over continental North America, in particular western USA, western Canada and eastern USA (>100 Bqm−2). Our model results also show substantial deposition of radionuclides in regions southwest of Japan, e.g., around the Philippines1. Two weeks after the accident, all operational CTBTO stations in the northern hemisphere had reported at least one 131I detection.

Physicists Say Fukushima Reactors Pose Eternal Threat to Humanity

MOSCOW, August 23 (RIA Novosti) – The three molten cores at Fukushima plant, each weighing a hundred tons, are so radioactive, that no one can approach them, including robots, which melt down immediately, Dr. Helen Caldicott, the 1985 Nobel Peace Prize nominee, physician and anti-nuclear advocate, states in an interview to Radio VR:

“And no one ever will, and the contamination will go on for hundreds of years,” Ms. Caldicott cites top physicists as saying.

Initially, TEPCO, the Japanese power provider wanted to erect an ice wall around the perimeter of the Fukushima complex, as ground water underneath the reactor is absorbing radiation and then flowing into the ocean.

An ice wall is a silly idea given the circumstances, remarks the expert, as it would have to last at least a hundred years. Moreover, you would have to have electricity running all the time to keep the ground frozen, explains Ms. Caldicott.

Surprisingly enough, TEPCO is not consulting with anyone, says the expert, neither with Russia, after it survived the Chernobyl catastrophe, nor Bechtel, a US major engineering company. It is, conversely, “saving money, using paper coming from homeless shelters”, and the Japanese mafia Yakuza is hiring people to do this work.

The expert stresses they are witnessing an absolute catastrophe: 300-400 tons of radioactive water pour daily into the Pacific, and this has been going on for over three years now contaminating the ocean and its ecology.

Radiation cannot be diluted, as many isotopes, namely strontium, are concentrated in food chains, in algae for instance. The contamination then passes on to bigger fish typically caught on the east coast from Fukushima. Radiation in the ocean and its ecology has been detected as far away as the America West Coast. TEPCO has stated more than once, the expert says, that they know radioactive water is seeping into the ocean, however, they keep assuring that it is not at levels high enough to cause a significant threat.
